    Positive update;

    We managed to finally get in contact with a senior manager of shopping centre. After looking at the pictures, she said she will contact UKPC to ask them to have the PCN cancelled and seemed quite sympathetic to my wife's case.

    Do we need do anything else? We did not end up appealing via UKPC (letter was dated 24/03/23) - so I just wanted to be sure that the manager's word (which we have on email) is enough for us to assume that this is the end of the issue.
    Nope.  But it is easy to draw this to a close.

    Just appeal online to UKPC stating that the retail manager has cancelled it and you would like them to treat this as your appeal and either confirm acceptance and PCN cancellation, or issue a POPLA code.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    @crunch89, can you please provide more details on how you contacted this helpful person?
    Email address? Phone number?
    That information will be useful for the next victim.

    So I did manage to locate their management offices on a recent visit. In case anyone has any issues in the future and you want to see them in person, it is quite hidden, but you'll find management in the same end where the toilets are located (next to Choice).

    We managed to get a response from the manager after having contacted them on the website:
