Unfortunately the car park is owned by the shopping centre.
Sainsburys are the biggest store there, the rest are mostly smaller single unit shops. Having been into Sainsburys, the manager said they do not get involved in parking issues as it's to do with the shopping centre. Have also sent an email to the Sainsburys CEO. There is a phone number on their website and probably an office somewhere there too.
But having now read their Car Park T&C’s, I don't fancy your chances of finding anyone helpful.3 -

Spot on - they were as useful as a chocolate teapot. My wife called Broadwalk yesterday, spoke to someone who said it's nothing to do with them; they've "hired a private company to sort out any parking issues and to take it up with UKPC appeals process". When asked to escalate this, they said the manager was on annual leave and were not allowed to give out her personal email and to call back in a few days (although they kept repeating it was nothing to do with them). Their whole outfit seemed quite amateur - we have also not received a reply to our email from 5 days ago.
We did get a reply from our email to the Sainsbury's CEO. As they don't control or manage the car park, they were also unable to help.
So I think we have exhausted plan A, onto plan B.1 -

Positive update;
We managed to finally get in contact with a senior manager of shopping centre. After looking at the pictures, she said she will contact UKPC to ask them to have the PCN cancelled and seemed quite sympathetic to my wife's case.
Do we need do anything else? We did not end up appealing via UKPC (letter was dated 24/03/23) - so I just wanted to be sure that the manager's word (which we have on email) is enough for us to assume that this is the end of the issue.1 -
