general wisdom.is that 'not live' means starting watching after the end of the broadcast prog, not a slight delay0

If people want to do without a TV Licence, they (basically) need only to view video content as on-demand/catch-up/box-sets/DVDs/Bluray from non-BBC iplayer sources.
There's no need to delve into the weird world of TV Licence misinformation.0
