new provider, new line?

i am trying to sign up for a new broadband/phone line contract but they say i need a new line.  there is nothing wrong with our line, why should we pay for a new one?
is this normal?  It's bad enough having a router we don't need (£6) but why a new line (£60)?

    Who are you with now & who are you trying to move to?
    If with a cable co, like Virgin and are seeking to move to an Open Reach source then you may well require new line

    If you are moving from a service over the phone line ADSL/FTTC/G.FAST to full FTTP then you will need a new installation.

    If staying on a phone line service your new provider should be able to take over the line.

    I recently moved from virgin to voda phone. They put me a new line and socket in for free. Plus net wanted £60 I think she'll wanted to charge as well. I'd shop around.
