Alternative Fuel Payment.

As I live in a rural area I was notified that I was eligible for this payment. The payment would be made into my electricity account, I am supplied by Octopus.
I, rather naively, assumed that Octopus would return the funds to me as they have nothing to do with electricity supply. Having made several attempts, also in spite of their promise to do so, I have not received that payment and now they seem very reluctant to return the funds to me even my account is in credit.
Has anyone experienced a similar problem?
