I have a HP 15 bw-069na laptop and a Samsung Galaxy A12 mobile connected wirelessly to my Virgin Media Hub 3.
My ethernet connected speed when I run an internet speed test on my desktop is in excess of 130 Mbs but it is only 45 Mbs on my laptop and 30 Mbs on my Samsung Galaxy A12 mobile.

The 45Mbps and the 30Mbs you mention are your internal speeds between your device and your router. Not the speed of your internet. If the option is available you may be able to connect to the 5Ghz network. It may give you the better speeds but the range isn't as good as 2.4Ghz.But of course a lot depends on what's between your devices and your router. The more it has to go through the slower it will be. The wireless on the Virgin Hubs (particularly the Hub 3) isn't always brilliant.0

Wi-Fi speeds are affected by anything in-between the source (router) and the device, whatever other Wi-Fi networks are in your area causing interference, the frequency band used (2.4GHz or 5GHz), and the Wi-Fi protocols the devices have.Maybe your laptop and phone are on the slower 2.4GHz frequencies. Maybe your laptop and phone or router can't use the fastest protocols. Maybe interference from nearby Wi-Fi signals slows the connection. Maybe the router is just rubbish at Wi-Fi.0

I don't think the Galaxy A12 supports 5GHz WiFi, so you're stuck with 2.4GHz and will probably not be able to match the speed over ethernet or 5GHz WiFi. You could improve your laptop speed by putting a 5GHz adapter in it, but that said, the Virgin Hub3 is very poor with WiFi, so it may not help.
