So ...fyi ... We've done more digging and it seems that it was once Octopus' policy to provide cap and disconnection for free but the info given (thanks @pochase) is old info and no longer applies. As you can see from their email, we have to deal with Cadence direct who will charge said fee or we continue to pay a standing charge to Octopus for a service we're no longer receiving 🤨0

Email reply from Octopus is wrong answer, info on Octopus blog link from which has been posted twice on this thread is correct answer.
