17 years old, living in shared house and no internet .. how do we move forward ?

Hi there

my 17 year old daughter has moved into a semi independent flat which is part of a house with 2 flats inside. 
She currently has EE with unlimited data which I had hoped would work out for her but the signal is poor perhaps one or 2 5G bars. 

I want to get her an internet package but as you know she’s not old enough for her own package so I tried with talk talk. They wanted to do a credit check on myself at her address and my bank card needed to be registered to her address. 

I’m baffled as to how I can move forward to get her access to the internet 

any ideas would be appreciated

    It's not clear what her circumstances are... is she the sole tenant of one of the flats or is she sharing it with others? If she is sharing then what do the flatmates want to do? Are the renting it as a group or each renting their room independently?

    Do the tenants in the other flats have wifi ?

    Could she offer to pay a portion of their bill for a share of the internet connection ?

    Is there a point in the flat where she can get a good phone signal? Maybe not with EE, but perhaps with other networks - can she try other people's phones with different networks? IF there is a reasonable mobile signal (preferably 5G), then a MiFi box with appropriate SIM and data package might work. Doesn't need a contract, many providers do a monthly automated topup on PAYG deals. May not cost any more than getting a landline service.

    Thank you all for your ideas.  

    Yes it is a supported housing scheme for young adults in their progression into everyday tenancies. 

    There is one other person in the house but without being rude he is a real loner.  

    Can I get a MIFI in my name for her address?

    I myself am with EE, but wouldn’t be any good with them as daughter had EE and as I said signal Is pretty rubbish.

    With mobile data, something it could be faster to set the mobile phone with 4G only when it is unstable with 5G

    Is she currently in contract with EE, if not, just PAC to another network like unlimited smarty/ superdrug (three) or Lebara (vodafone)
    I won't bother with mifi if she is on her own. Just turn on mobile phone hotspot if she need it for PC/ tablet.

    try a couple of cheap paygo sims, from other providers to see whether there's a better service from someone other than EE. We get our best service from Three, OK from EE and virtually nothing from 02 & Vodafone.

    We also have a 4g router which we take around the country with us when we are on holiday which gives us a decent wifi service wherever we are, usually on Three but with other providers if Three doesn't work where we are..

    The router works wherever we are and usually gets a better service than using a mobile phone as its got better aerials (we can even put an external one outside if we wish to improve service even more.

    Try switching 5G off, the 4G signal could well be better.

    Yes it is a supported housing scheme for young adults in their progression into everyday tenancies. 

    I'd ask the housing provider what other people in their schemes do.  They might have some method of setting something up, eg getting it put in the house as a whole, and recharging to the tenants.
