Popla appeal

the driver of a vehicle parked in a car park that used to be originally free parking however this has now changed and the driver of a vehicle car in the car park for 20mins to get a prescription from the chemist. the driver has appealed against the ticket through the parking company but the parking coy has rejected his appeal, a popla code has been issued, how do we go about appealing to popla, is there a template to use of what the driver has to say to people.

    the driver of the vehicle hasn't been admitted, however, that was exactly what happened, the driver used a car park unconnected to the chemist. the vehicle was parked for just 20mins. besides this car park was free all these years until recently. the driver has always parked in this car park. 
    the PPC is Premier Park Ltd. the driver won't be appealing to popla then.

    I'm confused.

    You said in your opening post that the driver had appealed yet in your later post you say the driver of the vehicle hasn't been admitted. Which is correct?

    You are not a parking NEWBIE so you should know how the system works by now.

    How did your thread about DCB Legal end by the way? It hasn't been updated since about November of last year.

    of course, I am not a newbie. the driver did appeal the parking charge as the keeper of the vehicle without admitting who was driving. or has this tactic of appealing changed?

    It hasn't changed - but Premier Park normally use the POFA and do not normally lose POPLA Appeals.

    Is it a POFA-compliant NTK?

    However this (below) is a possible POPLA-winning point because the BPA CoP requires extra signs for new sites:

    "this car park was free all these years until recently".

    If they want to give POPLA a go, the appellant will need some pretty damning photos or a video showing a lack of obvious signs.  No close ups!

    Can they get them this week?

    We have got photos taken now, but since you initially stated we should appeal via POPLA, we didn't. 
    however if you still want us to appeal now, we can still do just that.
