Problems with knocking on my neighbours window at all hours

This is a bit of a strange situation. I have a neighbour who has a young lady visit him at all hours of the day and night. This wouldn't be a problem usually, but she bangs on his lounge window and shouts his name at literally all hours. It was (0230, 0330 and 0530) the other day and it has been going on this way for months.
The issue is that he doesn't always answer the door when she is banging, so she just keeps going until he tells her to go away, or she gives up, when he doesn't answer and comes back a few hours later to try again. I have thought about confronting my neighbour about it, but I'm concerned that I'll just get a mouthful of abuse, which I can live without. I have no idea who the lady banging is, and I don't believe she lives in the property, and I guess I could live with the visits, if she wasn't banging so much. It's just it's all hours of the night and wakes me up. She doesn't seem to give a toss that she is disturbing not only me, but others in the block of flats I live in. I'm sure others are also affected by it.
I'm not sure, but think my next step will be to contact the environmental health department at the local council to see if they can do anything. Does anyone have any other ideas?

Perhaps when he’s busy, she could visit you instead?5

Maybe they don't want her coming either. Suggest calling the police, or telling them to. Might be an abusive relationship.5

Contact the local housing officer at the council if you know its a council place. They will guide you, etc

Reporting to the council would be a good first step. They’ll ask you to compile a diary and stuff. If others have also complained this could encourage a swifter response from the council.Take a step back before involving yourself personally, as tempting as it is to have a go, you don’t know what hassle you might be inviting upon yourself. Been in this position, it’s best to hold back; I know it’s frustrating.
