I have 2 of the below but seem not able to get o phone  as charged one on the manual is too small to read 
plus will be able access this 24/7

Could you repost the question in a sentence format that makes sense pls?

·         I have downloaded on to my phone.

·         Have charged one of the phones.

·         QR code does not scan.

·         Am at home and have Wi-Fi  so how to connect it to the camera and change Wi-Fi as will be at work  

·         Manuals wording is too small to read.

·         Given all permissions to phone too.

·         What else should I do as support email does not help much

Try taking a photo of the manual and then blowing it up in a phot viewer app.

However that said, if that's the best you can do with taking a photo then you wont be able to do much with it.

The problem looks like its an unbranded camera, from an unknown source so you probably wont get much on line help and its not going to be ever so easy for anyone else to help you without knowing how its been set up.

On the app, there will be a 'add or set up device' setting.  Follow that.

What make is the camera?

Where did you buy it from?
Can you post a picture of the camera itself and not just the box?

Neither does the manual if you zoom in to the pictures. I assume the Android app is HD IOT Camera by xiaowenyin2021. That and the rating of 1.9 from 3K reviews pretty much tells you all you need to know.

Get a refund if you can OP, decide what you really need to do, and ask on here for recommendations. There are some decent budget cameras around.
