2023 Childcare Budget announcement for income over £100k

Hi all, I'm reading conflicting reports following the Budget announcement, including the updated report on MSE website today, regards eligibility for the free childcare being rolled out for children from 9 months.

Basically, I'd like to know if for those who don't claim any benefits, credits, etc. and earn over £100k, will the 15 hours free childcare (from Apr 24 for 2 years old and Sept 24 for 9 months +) be available to me?

I'm pretty sure I've now read that the "additional 15" hours, topping up to 30 effectively won't be (eg. like the current system for 3 & 4 years olds), but's not clear if the 1st 15 hours is subject to eligibility (eg. you cannot earn over £100k) or if it is just the additional 15 hours. The table in the report on this website gives contradictory information across 2 different columns where it initially express all 30 hours are subject to eligibility, and then later it isolates eligibility to the additional 15 only.

I've not been able to find any official information, so all advice welcome!

    No, if ONE of you earns over £100k then you are only entitled to the 15 hours for 3 and 4 year olds, not the additional part. 

    The criteria is BOTH parents work 16 hours or more each week and BOTH have a salary under £100k. 

    Should've = Should HAVE (not 'of')
    Would've = Would HAVE (not 'of')

    No, I am not perfect, but yes I do judge people on their use of basic English language. If you didn't know the above, then learn it! (If English is your second language, then you are forgiven!)
