May I please also inquire about a PCN from Civil Enforcement. I had a very similar situation to @Gentleman
Received a PCN for parking I actually paid for, but not within 15 minutes of arrival (it took me ages to download PhoneAndPay app and add my payment details in the dark under the pouring rain, there was no Pay and Display machine and it was the first time I was visiting this parking). I made a mistake of appealing to Civil Enforcement and identifying myself as a driver - I was certain that the PCN will be cancelled given that I actually paid for the parking and provided the receipt - of course it wasn't and I just received a response from Civil Enforcement that my appeal has been unsuccessful. It felt so unfair that I started browsing and found this forum. Is there any point now in complaining to POPLA and, if so, what should I write? Or shall I just pay the charge on this occasion? Hi all,
I have been reading through this thread as I have been issued with a similar PCN.
What concerns me is that the alleged Incident took place in June and apparently I have been issued with a reminder (which is the first I have head of it).
To be honest, I did not realise there were any limitations as I had missed the sign board and the place of business was closed. I am not sure how to proceed or even appeal as the first notice had not been received and was at a lower amount.
Do I have any grounds? if so, what sort of response should I go back with?
note there is nothing on the back page.

Except check the address on your V5C because it MUST be correct at all times. It's possible that CEL have been writing to your old address over the Summer and have now done a CRA address trace.
