If both Dad and his partner are in receipt of State Pension another benefit could be Attendance Allowance, it is applied for by the person in need of extra care and if tax free.

It is slightly unclear however exactly what PIP dad is getting but infer that he means standard rate of Daily Living and standard rate of Mobility.pope said:He gets PIP mobility low care low he lives with his wife.
If both dad and mum get Daily Living PIP, if nobody else lives with them they would then would be entitled to double Severe Disability Addition in the calculation of Pension Credit. They should use a calculation to check what they could get based on the rest of their finances.
If they got PC they would be entitled to free dental care (if they can find an NHS dentist).
If getting PC they would also be entitled for Council Tax Reduction to cover Council Tax (and HB if they rent their home).
If both getting Daily Living PIP if each have pension over £69.70/week they could both claim Carers Allowance they would neither receive CA but would have ‘underlying entitlement’ to CA which would give them two Carer Additions in the calculation to PC.Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.2
