APT - who to claim from

Due to some bad news my brother and his wife were unable to fly to New York with the rest of the family on a recent trip. It was too late to change the booking and was non refundable. They may be able to claim part of the trip back through insurance but I assumed they would get the tax back on the flights. I have approached Loveholidays who we booked with. They said they have reached out to the airline who refused the request. I asked for an explanation and was told they have already done all they can.
The flight was with BA (although an American Airlines flight). Does anyone know if I have to go directly to BA or American Airlines for the refund? Thank you.

I believe you'll need to persist with challenging Loveholidays, as it's unlikely that BA/AA would reject a valid APD refund request, and also wouldn't deal with the passenger if booked via an agent.ANDYPANDY said:I assumed they would get the tax back on the flights.
