    So, update on this, the SE arrived and informed me they couldn't lift the floorboards as they weren't insured. Total joke. Asking for my money back, but leaves me at square one.

    As others have said I'd make it the sellers problem to provide the necessary assurance - the fact it hasn't fallen down on him doesn't mean it's safe.  If he's desperate for completion before the end of the financial year then use that to your advantage.  He could of course be pushing for a quick completion because he knows there is an issue
