Help!!!!!!

My WIFE purchased a phone and phone case off amazon she was sent a code and the first delivery date received message unable to deliver following day parcel was delivered she gave code opened box but not by security strip which was strange needless to say there was no phone in box so i told my wife to run after driver which she did he, she told him there was no phone he looked round his cab said its not here and to ring amazon well she did and she said to them should i ring police they said no wait so we can investigate. She rang back twice only to be told the driver said it was delivered no problems package was correct weight and she she contact the police and then get back to them with crime number which she did they then email my wife saying the police would not discuss anything as they did not report it and that they would close the case, so my wife went to bank to start charge back my wife gave them all the details pictures some video of her running to the drivers van supplied by neighbour, now they said they want lots more info  she has contacted the ombudsman but heard nothing. is there any help out there for my wife????

She needs to exhaust the banks complaints procedure before she goes to the ombudsman. Has she done that yet?

@unforeseen was the seller Amazon, a third party business or marketplace seller?
