The vehicle I mention is one from Enterpise - I believe they charge £35 flat fee to redirect driver details firstly.
Also, check your hire agreement as this is not a penalty or a fine. This is a disputed invoice and many hire agreements only refer to "official" fines or penalties. You simply tell them not to pay this disputed invoice. They should have notified the PPC of your details and sent them a copy of the hire agreement which should have been included with the NtH to make it POFA compliant.

If it was a hire car and they failed POFA, either through the failure to issue an NtH or even if they did and didn't include a copy of the hire agreement, then that is a win. Maybe not at POPLA depending on whether you get an enlightened assessor or the tea boy. Doesn't matter.

You then wait for an LoC or LBCC or county court claim within the next 6 years whilst ignoring any debt collection letters which are just scare tactics by debt collectors even though they know they have absolutely no power to do anything.

Why would you pay even £20 to help fund these scammers?

Read, re-read and read again the Newbies thread to fully understand the process. 99% of all claims that are advised on here win or are discontinued before they ever get to court. 1% fail, invariably due to not following the advice, trying to be too clever and screwing up or just giving in for the easy life.

    Are you a 1 percenter or a 99 percenter?
The only issue is, Enterprise count any correspondence from UKPC as a ‘fine’. There are countless threads even on here that go on to dispute the £35 flat rate admin fee they charge for simply passing on my details to UKPC. Therein lies my issue: if I’m due to be charged the £35 anyway; should I not just cough up the £20 to save myself the ballache?

Believe me, I’m the last person to want to fun these cowboys and their tactics. I feel like it’s the best of the worst sitch being in a hire vehicle!

If Enterprise is charging you £35 for correspondence relating to a "fine" when it is blatantly not, you open a dispute with them and get your credit card company to put a hold on that payment as you are now in dispute with Enterprise.

Unless their agreement specifically states that you are liable for disputed invoices or debts from a private company, then they are ripping you off. You are also under the assumption that UKPC are somehow a respectable company rather than a bunch of ex-clamper scammers who, once they see you pay up will be having orgasms at the thought of you as a future source of funding.

If you refer to it as being from a private company, make sure you asd in the word un regulated, so it would be from an un regulated private company

    One other alternative:

You could just tell UKPC you were driving, which prevents them from ever getting Enterprise's details.

That does mean binning the POFA argument but means you will get all the letters.

Either that or pay £20 and get your revenge with a robust response to the upcoming final Government Public Consultation on the level of parking charges, telling the DLUHC that if a PCN was fairly issued and was £20/£25, you would feel stung but would pay it.  Parking charges should be far lower.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes, have mentioned that they are unregulated, as have many others on this forum. These companies are ran by idiots who haven’t the foggiest on the differences between PCNs and PCNs, it is mind numbing to have to go through.

I will admit, you’re right! !!!!!! them. There’s no way of getting in touch with them now as I’ve gone through the appeals process and there’s no other forms of contact.

Contacting the retail park manager was a shot move btw, declined.

Landowner hasn’t responded and I doubt he will.

I don’t think I want to give these scumbags even a penny, let alone £20 to continue their racketeering. Pricks

There you go! Don't pay them a penny. Have you told your credit card company to put a hold on the £35 payment to Enterprise yet? Until you do that, Enterprise isn't going to do anything until you do that and you then get them to understand the difference between a fine and a scam invoice from an unregulated private company.

They’ve not applied a £35 fee as of yet as I was in the appeals process with UKPC and so they’ve not sent any correspondence to the !!!!!! eaters that are Enterprise. They are idiots who are none the wiser and will charge their customers for pretty much breathing if they can get away with it.

I will still try and give it a go arguing with them because tbh I refuse to be bullied into paying a penny to UKPC, just out of principle.

I might add btw that Enterprise tell me they charge a flat fee of £35 to forward any correspondence at all, I see no mention of this in the hire contract and only mention of traffic violations and fines. I have a feeling Lloyds bank will inevitably decline to put a hold on the £35, has anyone else been through anything similar with enterprise?

I find help with Visa hit and miss in things like this.
