These claims are easy to defend and yes, you have a solid defence.
Did you know the managing agents cannot lawfully take away your space and disadvantage a disabled person due to building work? Send them a link to Kettel v Bloomfold, and tell the landowners to seek legal advice. Threaten an injunction (your legal costs to be reclaimed from the landowner) to stop them, and make sure they know you mean it:

I still have my space, but .. I know this sounds ridiculous, but I also have to extremely elderly dogs who are also nearly completely deaf and mostly blind. This space I parked in is right near the stairs to get to my flat, which I have to carry them up, and if I have shopping as well, getting 2 deaf dogs herded in the right direction without some Range Rover squishing them just becomes so difficult. I use that space then move my car.
The space, however, now technically “belongs” to a business as part of their rent. They were having huge problems getting permits, so I had an agreement with them and they had my number just in case. Obviously this is all nothing to do with UKCPM.0 -

The lady who deals with parking for the estate told me she’d contacted UKCPM and they should have known my car was on an exemption list. I strongly believe they ticketed me because they’d only just finally got the permits delivered to the business.0

Right now, the garage I rent (where my paid space is) has been flooded for 5 weeks as the hot water pipes burst. There’s a lovely dry garage right next to mine… but they won’t let me move next door. It’s this that’s causing all my problems0
