Where do you see that PP wants you "to print sign and post a declaration form off"?

I sorted my PayPal dd up via a desktop computer. When I click on bank accounts and cards, then click on the bank account I’ve linked it says direct debit instruction - accepted. Then underneath that it says “details” when I click that that is when it loads a form saying “review and print the direct debit instruction”.

As an aside, when I look on my Barclays account that I’ve linked with PayPal it says “no direct debits set up”

    thanks for any help
DD on PayPal does not work on online Banking. Install their apps and link your Bank Accounts.
What do you mean? I don't have PP app and it's PP where you set it up, not the bank.

Correct. You set it up with PP apps. It does not work on PP online website. At least I have tried that using PP online, there is no feature to do this. I remember other people here on MSEs have also confirmed this.

As I said above, couple of months ago I set up a DD and I don't have PP app.

The feature that can only be done in the app (and even then not all users can access it) is paying into the PayPal balance from a bank account via an existing DD.

The initial DD creation, used for normal purchases, can be done in app, or via the website.

However the bank account needs to be confirmed/verified (via open banking, or a small payment from PayPal) before the DD is created.

Perhaps if the account can't be verified, it requires a paper DD form for security.

DD on PayPal does not work on online Banking. Install their apps and link your Bank Accounts. The good things with PP, You could link several Bank AC so you could manually debit a few different banks which require DDs. I also do not like to install Apps but I have to do with PP to benefit from DDs.
You are right there are still some banks and Building society require you to send the paper copy in this day and age. Some are even still ask you the Home Landline, on the online form. When you try to enter your other Mobile Phone using the landline it does not work due to format requirement.
DD works just fine on PP if you buy something.
