Dealer requires insurance before they can register and tax new vehicle.

    I wonder if this is the reason so many cars are untaxed?

    But if it's taxed it needs to be insured under the continuous insurance law.

    Depends on the timings.  If you apply for the tax online, then the system will check that there is insurance and MOT in place, and it won't let you tax the car if they're not both present.
    Of course, if say your insurance has one month left to run when you apply for tax then it'll let you tax it, but when your insurance expires it won't automatically "remove" the tax, so to speak - though you're then leaving yourself open to getting flagged on an ANPR camera for no insurance.

    Apart from being flagged by ANPR for 'using' the car without insurance, you may also get a penalty through the post for 'keeping' it, which is a separate offence.
