    The price cap reducing means the govt does not have to borrow as much as forecasted in November, the increase to £3,000  was done on predicted higher energy costs. When people say the govt is now saving money, there is no money to save, they will need to borrow less than they thought. It's a win situation for the govt and no change for the consumer.

    Gas 12000 + (elec 3100-nil)×29/31 + elec nil ?

    Yes, that would be right, then add VAT, so Northern Scotland comes to £3277.85 by my calculations

    It's not the govt repaying in theory or paying interest on borrowed money - it's tax payers - businesses and individuals.

    Particularly as certain others like to corrct me - those who are net contributors.

    All paying it back with interest - some on index linked guilts at over 10% right now.
