I don't know who you mean. Didn't know Smart owned another PPC.
From what I gather NE Parking operated 500-600 sites across NW England, and was acquired by Smart Parking last year, I checked their Experian report which is supported by the following articles.

Not wanting to overcomplicate this but the dilemma I have is that my natural angle of complaint in this situation would be that the business outside of which the "violation" occurred was closed in addition to the mitigating circumstances outlined in my OP, however, should I approach it this way I'd effectively be admitting knowledge of the driver's identity.
So my question is, when complaining to the landowner is it better to avoid revealing that I know who the driver is? Presumably the landowner is a client of the PPC and I don't want anything getting back to them that might damage my case.
I checked the newbie thread but couldn't see anything specific about protocol when complaining to the landowner.

You need to stop overthinking this. I don't know if your PCN is POFA compliant but you have several other legs to stand on in this case. If the PCN is POFA compliant then either you are chased or else you give up your wife who is then chased as the driver. There is no contract between you and the PPC as the sign is forbidding, irrespective of the fact that it doesn't say who is forbidding anyone to park in a marked parking bay. Also, you have the impossibly teeny writing on what one can only presume is a sign with their terms on it. Also, you have the fact that this was a vicissitude and your wife, if she is pregnant has protected characteristics which should be taken into account under the Equalities Act.

The keeper is entitled to complain about intimidation and 'extortionate' PCNs from an ex-clamper agent, and can safely show knowledge of what the driver did without naming that driver.
Presumably the NTK is 'non-POFA' as the NEWBIES thread tells you Smart Parking NTKs are (if so, no keeper liability wins on appeal).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It's a weird one because Smart Parking are BPA, whereas NE Parking are IPC - so I don't think I can go down the POPLA route. Had a letter through the post today from NE Parking rejecting my appeal and upholding the PCN, I also complained to the landowner and got nowhere - there's quite a few Google/Trustpilot reviews for this company written by people saying they refused point blank to help cancel PCNs (I will be adding to these reviews).
I appreciate I jumped the gun with the appeal but do I treat this appeal rejection letter as the NTK? Or will that come after the date they've asked me to pay by (28th March)?
Aside from that I guess I just wait now to see if they send an LBC at some point in the future.0
