Can he access the emails on a mobile phone - if so just use that with mobile data as most networks will route via a UK IP address.
Or just use the wifi hotspot on the mobile phone to connect the laptop.
Failing that, Mullvad - £5 per month pay as you go VPN, full instructions on the website.1 -

I have an EE contract and a Vodafone contract and can use either SIM as a hotspot, including overseas.
If your son doesn't want to pay, he can set up his own vpn into his home broadband connection. There is a wealth of information on running openvpn (free software for both server and client end) to be found with a cursory google search and the important benefit is that he will control the endpoint. I wouldn't trust any VPN where I wasn't in control of the endpoint which rules out all the services recommended here.
I run a VPN at home which I connect to from outside, so I can appear to be at home wherever I am if I have broadband.
