I have just off the phone to Shell Energy whom I have my broadband service with s I'm moving property.

They have informed me if I move I will no longer have superfast fibre and will have to drop to the lower speed band. Which is understandable due to different areas having different cabling.
She then informed me not only will I have to enter a new 18 month contract (at extra cost for less speed) but I would have to pay £108 to move as the contract I'm already in isn't due to expire until September this year.

Question is why can I not transfer my existing contract??

That doesn’t seem right , if you have to pay £108, then they are effectively charging you early termination charges (ETC) for leaving your old address , if that’s the case you are under no obligation to use them at your new address…..
Usually if you use a  ‘home mover’ service with your current supplier, they waive the ETC ( after all they are keeping you as a customer ) , but starting a new minimum term is correct, after all if you joined a new company there would be a minimum term with them.

I recon the advisor you spoke to is clueless, but if it’s true , you may as well dump them and use someone new at the new address, but TBH , I would call back and hopefully you will get someone who knows what they are talking about .
It is possible that you have misunderstood what the £108 is for , if the new property has never had an Openreach line in the last , or it was years ago the last time an OR service worked there , it could be that £108 isn’t ETC but the installation charge for a ‘new line’  , some  ISPs don’t charge installation for a ‘new line’ is one is needed , if you are taking line and broadband with them , but it’s possible that Shell don’t do this and charge for it.
