This is a classic example of shoddy journalism. The guy was just (un)lucky as, had he been a visitor to these forums, he wouldn't have had to pay a penny. The author of the article could have done a bit of research but obviously didn't.
Expect many more visitors here when, eventually, NCP gets fed up with offering discounted "fines" as the masses start to try the same trick and we see all these misguided "drivers" being chased for the full "fine".2 -
