Threat of removal of vehicle from private land. No signage. No PCN. Threats galore.

    As mentioned before, this looks like trespass. The HA are not offering parking so there is no Notice to Owner. The Blue Badge is meaningless too.

    As regards who and what authority the HA has, only the courts and the HA would know that. The person "parking" will only find out once the vehicle has gone and once they apply to the court to get it back. 

    As mentioned before, this is an expensive game of chicken by someone.
    • All land is owned. If you are not on yours, you are on someone else's
    • When on someone else's be it a road, a pavement, a right of way or a property there are rules. Don't assume there are none.
    • "Free parking" doesn't mean free of rules. Check the rules and if you don't like them, go elsewhere
    • All land is owned. If you are not on yours, you are on someone else's and their rules apply.

    Did you check with the Land Registry do determine who actually owns the land?

    Do you know to whom the car belongs?

    The HA may well have the right to remove vehicles from their land, if it is their land, but if so it would not be difficult to include a copy of the injunction or whatever legal process has been used with any notice left on the vehicle.
    It also wouldn't be difficult to put up a no parking sign with the landowner's name upon it.

    The HA may have already applied for and been granted "lawful authority".

    A HA doesn't have the required status Police, or an owner of byelaws land, or a Local Authority).
