Open more than one Cash ISA

I’ve opened a fixed cash ISA account today and have 30 days to fund the account.
My question is- if I hold off funding the account for lets say 3 weeks and happen to find a better rate Cash ISA in the mean time am I still allowed to apply for another one?
I keep reading you are only allowed to open one cash isa a year but technically if I don’t deposit any money to it does it still count?

You can open as many cash ISAs as you like but can only pay new money into one per tax year, so unfunded accounts don't infringe on that....2
