My brother has just submitted an online probate application for our late Mum's estate, however he has only mailed the original will as he says this is all that was requested and he is under the impression that being a governmment department the probate office would look up the death certificate internally online. Can anyone confirm if this is correct or should he have mailed a certified copy of the death certificate with the original will?  Thanks

That is correct. If he was only asked to send the will then that is all he should send.

Always worth having a certified copy before sending the original but do not separate or damage any of the pages to make a copy.

How strange, as the PA1P postal version of the application requests that a death certificate also be mailed.

I don't think it's that strange, as I believe there are circumstances where they would indeed require a death certificate, regardless of how an application is submitted (e,g, deaths overseas, or where the application is made quickly after the death).
An online application is interactive to a certain extent, and depending on what information you put in it can determine whether or not a death certificate is needed and then as part of the submission process ask for one to be sent or or not, as the case may be.
As they can't know the details given on a PA1P postal form in advance of actually receiving it, then they are presumably asking for one in all cases in case it's actually needed.
