Is the Council lying or just being unhelpful?

Maybe not difficult (for most people) to create a floor plan, but time consuming and probably very awkward in parts to measure accurately.
Not everyone has unlimited energy and the time to do things like this, cut the OP some slack.1 -

The apps are not free either and are very expensive indeed - some of them a very cool and put furniture in there, do 3D stuff, but they need a floor plan to layout on top.

Completely different, especially bathroom and kitchen - years and years ago, coincidentally, I rented a bedroom in this very own block, but on the opposite side, and I know from the inside how different it is.Silvertabby said:

3, Ruler or other straight implement.
4, Tape measure.
5, Camera phone.

I have: a full time job, a demanding course to study for (thick books and exams), I’m single parent of a child with very challenging mental health and other complex issues (reason why I want to move) meaning I’m always swamped with appointments, meetings, emails, professionals and new things to learn and do to help said child. I’m classed as said child’s carer too. Let me go ahead and add housework, cooking, laundry, grocery shop, prescription collection and management. All by myself - no family, no help.
When I have free time, I’d rather relax with a cup of tea and pet my cats. Many people in my situation would have had already a total breakdown.2 -

If you can't easily make one with all the measurements, you could try a sketch - show where the rooms are, how many rooms, which are twice as large as others, is the kitchen long and thin or square...
