Is the Council lying or just being unhelpful?

I think I agree with Alderbank.
If I was looking to exchange and there was only a floor plan and no photos I’d be wondering what the problem with the flat was?All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.2 -
@Alderbank - it is bogus standart council flat in a council estate - high rising. Very sunny actually - large windowns schefuled to be changed in 2025.
My home as I said is very very simple and plain - I’m somewhat minimalist and don’t have much - it is the opposite of cluttered - but I’m not overly fussed how it looks ie. always 24/7 impeccable but it is tidy. If a person is seriously interested I don’t mind sharing pics or videos but I also don’t want to broadcast it to all.
People usually do their own decorations, this is the easy part. Finding the right property with the right size in an area you like is difficult.0 -

It would probably depend on what else was available in the area - if there were other options yours would probably be further down the list. Messaging and requesting more information is a bit of a faff if there's other things that might do equally as well. All shall be well, and all shall be well, and all manner of things shall be well.

In the groups I’m part of, messaging and asking is the done thing - some people post almost nothing, only a few words so we have to dig and find out. It is not easy to get a good match.
I can always state in the original post that there is absolutely nothing wrong with the flat and I want the reasons I want a particular area - photos, viewings / video call with the right exchange partner are welcome once we estabilish we both have each other’s property needs.
I even think this approach it will weed out time wasters.0 -
If there are similar houses for sale, their brochures may have a floor plan.

How hard can it be to draw your own? All you need is a piece of graph paper, a tape measure and a dose of patience.1

Find one that sold nearby and steal it of Zoopla.1

It is a purposed council block to house council tenants, when I checked, very few were sold and unfortunately, not on my side of the building (4 flats per floor) so the layout is completely different
How hard is it for me to draw a floor plan? Extremely hard
The apps are not free either and are very expensive indeed - some of them a very cool and put furniture in there, do 3D stuff, but they need a floor plan to layout on top.0 -
Sold properties would have got a floor plan drawn up from the estate agent the leaseholder paid to sell the flat.
There is no reason why the council should hold a floorplan of your flat.
It shouldn't be that hard. Use Excel to create the space and then add in the dimensions0
