Gas survey help

I am in the process of buying a house and the seller is being a bit awkward. It's empty and I am trying to get a gas survey done but she won't settle her bill
Would anyone know how I cam get it done with a balance owing. I think its on a smart meter. Thanks

Can you clarify what you mean by a “gas survey”? If she tries to close her account with the supplier before completion, you may find yourself liable for any charges between now and then. You have no right to enter the premises for a "gas survey" before you own the property. Even if the owner does the "gas survey" (I assume you mean boiler service) its no guarantee if will be working when you move in.
Does she have a tariff which includes a gas service ?
Make sure on the day becomes yours you read the meter, take a photo and contact the existing supplier.Never pay on an estimated bill. Always read and understand your bill0 -

Any gas safe registered engineer can do that if the owner gives you m permission to enter it's about £60 depending how many gas appliances there are

Do you mean the supply has been cut off due to debt, so there is no supply to test the appliances with?0

Why does the outstanding bill stop your engineer inspecting the boiler? Or has the gas been cut off?
A smart meter should make no difference. Or do you mean a pre-payment meter (very different!)
If the property is empty, what else has been done? Is the water drained down? Electricity cutoff?
Given the property is empty and you're being given limited access I should assume the worst. Either walk away or acept that this property will need money spent on it eg a new boiler.
How old is the property? Have you seen the fuse box/consumer unit? Was it a modern one with trip switched, or an old fashioned on with wire fuses.......?

OP, how about explaining why you need a GSC (it's not required for the vendor to provide one), and why an o/s gas bill prevents this? If you want one, arrange it through your own RGI and pay for it (assuming the vendor is happy to grant access).No free lunch, and no free laptop0
