If the driver/ocupants have some evidence that they did not leave site - anything from a witness statement to a mobile phones location history ( ie google maps timeline) then the parking company and/or landowner who contrted the PPC could be looking at a GDPR breach and all that that entails.There has been at least one case reported on here recently where someone successfuly ussed GDPRFrom the Plain Language Commission:

By way of an update. I have written to Adli customer services who very sweetly said there was nothing they could do...not the landowners etc. Suggested I appeal and let them know what Ocean Parking say and they maybe able to help at that point!!!! They also could not provide me with the landowners details.
Someone on the is site has very kindly forwarded them to me and I have wirtten a email to them to asking why genuine shoppers are being issued with parking ticket. I will let you know what the response is.
I have diarised to lodge an appeal at day 26.

Aldi generally only get directly involved where they have a car park that's linked to their store when they are the sole occupier. Their major parking management provider for Aldi is ParkingEye; they won't be getting involved with small fry like Ocean. They might have the opportunity to influence the odd ticket post appeal rejection by Ocean, hence their advice to get back to them then, but I wouldn't hold my breath.

I think "abusing a patron" has criminal overtones. Maybe you should ask the PPC what precisely they mean by "abuse" and in exactly what context. Maybe they could open themselves up to a slander lawsuit.2
