No it is open all year round and there is no set time for you to be off the site but the council does say you must have another address so I use my daughters because I go and see her quite often which mean I am off the site at least 1 month of the year
We all have our own meters but we pay the site owner every month which brings me to another question. is he allowed to charge us 58p per kw plus standing charge?

He has to sell it not for profit. He is no doubt on a commercial contract, so not able to get the domestic capped rate. So if he pays 58p that is what you pay to him.

So it does not have planning permission as a residential park home site.

If so it is a holiday park and not a residential park and you would not qualify as far as I am aware.
Are you paying Council Tax?
