Looks good except you are NOT the registered keeper:

"My appeal as the registered keeper is as follows:"

    And I'd add here:

    As such:

    - ParkingEye were required to send a “notice to hirer” (NTH) within 21 days after receiving documents from the lease/hire company (Lex Autolease) and that NTH had to enclose the hire documents and a copy of the original notice to keeper (ref para 14  POFA).  There were no enclosures at all.  The NTH arrived late and on its own.

"This judgement is binding case law from the Court of Appeal and supports my argument, not the operator's case:...."

If you copied and pasted the NEWBIES POPLA sign section you will see there is no middle "e" in Judgment in this context.

Also reference to BPA CoP should be from version 8 dated January 2020  -  therefore signage para in that doc. is number 19 (not 18).

I suggest you do what this poster did and used Lidl's own policy against them to get the PCN cancelled.
Contact the CEO just like this poster did, and don't give up.

Parking Eye seem to cancel the first PCN you getting at Lidl as a matter of routine, I suspect it is in the contract. I just sent in the standard appeal with the statement we had been shopping and a copy of the receipt.
I got a letter saying you been a very naughty boy, but will let you off this time and do not do it again.

Thanks for the link. I used few lines from the link/OP's email and emailed the customer support and the CEO on Wednesday. However i haven't heard from them yet. Action plan is to wait for a week and then appeal to POPLA.

Do i need to attach any evidence like photos of the lidl parking site? .like maybe some places - the lights under the PE car park notice were not working and we could not read their terms in the dark, no 90 minute warning at the point of entrance, etc

Didn't that successful poster contact the CEO and persist, not just contact the generic fob-off merchants at Lidl 'Customer Support'?

You need to include evidence in a PoPLA appeal. Photos should be embedded in the text not included as links to a web hosting site.

Copy of email from LIDL  below - it does seem they can cancel genuine PCNs however they chose to harass customers by going through appeals process.
