Full fibre on a tower block?

Coming to end of contract  with talktalk, will try to negotiate a good deal, but can they offer better speeds, surely all they can offer is fibre to cabinet

I think Hyperoptic wire-up tower blocks and put their own 1GBs routers in the cabinet.

Yea do get a lot of hyperoptic  leaflets, through the door....not sure how good they are  though
