So this is the problem - how do you expect anybody to provide these services for free unless they are making money elsewhere?

With most "free" apps that are useful, the "gotcha" is that in the T&C they can do what they want with your data. Look at the T&C for Life360 and you will find that you consented for your data to be shared with 3rd parties (albeit anonymised) so this shouldn't be a surprise to you at all. 

You won't find a totally free site that meets your needs.

Thankyou, I've followed that link, set it up for me, notified the two members of family, sent them the link which they will read later this am. I'll let you know how we get on.

Another possibility is the Outdooractive app which has a buddy beacon feature but it's part of the paid for subscription.
