    Actually, they can, in the strict sense of case law about contracts.  Search the forum for words like: Buckingham Palace parking contract

    But they can't in practice.  Because the DVLA KADOE contract requires landowner authority.

    I repeat: UKPC don't OWN car parks.

    I repeat: UKPC don't OWN car parks.
    I know UKPC didn't own car parks.
    But they run them on an operational level. As a business

    So far BCC have been unable to answer my FOI request.
    So for me, it is not clear if they had the right to operate at this car park. 
    I realise it's 99% likely to be a dead end, but now I've started with the council, im intrigued as to what they will find. 
    And to verify whether the land owner at the time knew of their practices.

    UKPC will have landowner/landholder authority.  Undoubtedly.  Nothing to do with the Council.

    If it's a retail park, that contract will likely have been with the property managing agents named on the store names 'welcome plinth' if there is one at the entrance.  Or found online when you Google and read retail units for lease adverts at that place.

    None of it affects your case because the court claim will be discontinued and the whole scam will be over (with no hearing) later this year.

    I seem to remember that Steve Clark ex BPA now works for DCBL ?
    This alone must raise doubts about the credibility of the BPA

    NOW, the lady who signs a statement of truth for DCBL is Yaemin Mia

    She constantly claims that fake charges ... ARE TRUE when they are not  ... ESPECIALLY THE CLAIM FOR DAMAGES

    Here is what government say about fakery in court ...
    “If you dishonestly enter information or make a statement that you know is, or might be, untrue or misleading, and intend by doing so to make a gain for yourself or another person, or to cause loss or the risk of loss to another person, you may commit the offence of fraud under section 1 of the Fraud Act 2006, the maximum penalty for which is 10 years imprisonment or an unlimited fine, or both.”

    Just as a matter of interest, how does one get any judge's juices flowing enough to get Yasmin Mia in front of them to answer the allegation about her untruthful statements of truth?

    We see this all the time and we harp on about it but no one seems to have raided this directly in their defences or WS.

    Considering the number of Witness Statements signed by Yasmin Mia, she must spend a lot of time in loads of car parks around the country.  Can they strictly be called "Witness Statements"?

    I'd be more than happy to raise this in my defense / WS, if the general consensus is it will be helpful.

    No, there is no chance of that hitting home, and in fact you have to be very careful in a small claim not to throw accusations of dishonesty about.  You can end up with punitive costs against you.
