No-one said to complain to e receptionist.  Prioritising the farce of an 'appeal' is pointless.
One of the reasons is because you get fobbed off with rubbish like this ...
Unfortunately to appeal the parking charges you will have to go directly to Parking eye as the carpark is owned by them, We are unable to process any appeal at the hotel.
ParkingEye do not own any car parks!  Fob off swallowed!
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

@textbook apart from the fact that you have started another thread for this same issue, can you please tell us exactly where the car park is that you received this PCN?

You mention a train station and a hotel. Was it a hotel car park or a train station car park?

Without those details it will be very hard to begin to give you assistance as you seem very confused about the Newbies thread, which you've obviously seen and read some of it. Is English not your first language?

In your appeal to ParkingEye, whilst you say you appealed as "other" and it may be irrelevant if the PCN was POFA compliant but then again, it may be non-relevant land, have you in any way identified yourself as the driver? Using terms like "I drove..." or "I parked..." or "My wife/husband parked..." etc are dead give aways. Always use terms such as "The driver drove..." or "The driver parked...." etc.

Please make sure you read, re-read, digest and understand everything that is in the Newbies thread near the top of this forum. Once you have done that, it will become apparent to those on here trying to assist you with this PCN and make everything much easier for everyone.

Poole Quay Hotel next to Poole train station.

I entered Parking Eye parking for five minutes and appealed.  They have refused my appeal,  I did say other on reasons.   And stated I'd complained to the station master and hotel manager.   Can I still ignore this?    If not, how do I pay?   And in future should I just pay even if just five minutes?

The Quay Hotel in Poole is certainly not next to the railway station.
By my estimation, the Quay hotel is at least half a mile from Poole railway station and Google maps suggests it's a good twelve minute walk.

So the question is still unanswered...
Is it the car park right next to Poole Railway Station or is the car park somewhere else?

@textbook, your description of an event that took place just a month ago is totally wrong, as pointed out above by @KeithP. Which car park are you saying you were parked in? You definitely were not in the Poole Quay Hotel car park next to Poole train station.

A 0.7 mile/12 minute walk in each direction plus the time you spent talking to the "station master" at Poole station is much much longer than any grace period you think might salvage your case. This event happened just a month ago yet your recollection is already flawed.

You're right.  I went into two car parks briefly.  Oh no.  This was a different car park near the quay I went into for five minutes, can I get out of this one?

How long exactly do the images show your car was there, and please give us a link to the entrance to the exact car park on GoogleStreetView, showing the sign.
