Council Ticket Red zone Ticket - queuing to enter a car park on pavement.

I was wondering if anyone knows my rights regarding 'red zones'. 

My partner was waiting to enter the privately owned pick up area / tiny car Park of our local Royal Mail sorting office she had turned off the road at the dropped kerb and was waiting on the dropped pavement before the entrance of the, pick up area for the guy in front to get back to his car and move along to free up the space.

She never left the car and all in all it took about 3 minutes or so of waiting for the guy in front to mess about and clear the entrance.

Additionally she did not hold up or obstruct the road itself, she was admittedly on the pavement, but it is the only way of driving on to the car park.  There is an additional dropped pavement and kerb to exit the car park a little further on.

Are the council in their rights to actually fine us for waiting to get onto a car park. Off the road (we had actual crossed the double red lines already).
