Parked in front of lowered payment - Council Ticket

Hi all,
My mother was attending church a few Sunday's ago, and parked in front of where the pavement lowers.
It looks like it lowers at this point to allow a goods vehicle to go to the church side entrance - rather than to allow wheelchair users or prams to get up onto the pavement, as its not near a corner to continue a walkway, it is just randomly in the middle of the pavement - to allow access to the church driveway can be the only reason for it being lowered - it is not dropped on the opposite side.
She has the full permission from the church to park there.
She, myself and many other members of the congregation regularly have parked here without any trouble in the past.
She has appealed it and it has been declined with a 2 page letter explaining why she must pay.
Does she have any grounds to appeal this or does she just need to pay it and accept it?

This forum majors on private parking charges rather than proper council tickets0 -
All your quoted reasons are immaterial, as stated you need to post on pepipoo to see if they can find a flaw in the councils procedures etc.0

Most Council PCNs can be appealed and won at second stage (NTO appeal, or adjudication) so post on pepipoo.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
