Cash isa

I want to transfer money in savings account to a higher interest cash isa. I already have a cash isa with low interest rate with no money in.  How is this done?

    If you haven't paid into the existing ISA during this tax year then you're free to pay into a new one.

    Why not transfer the low interest ISA into the higher rate one?
  • Time was when a cash ISA with no money in could not exist.  I suppose now you could have a flexible ISA which has no money in it at present.  Can you transfer a flexible ISA from Provider A to Provider B then add back the money you had withdrawn when it was with Provider A without eating-in to your ISA allowance?  I would guess not.
