Scottish Power Prepayment

Looking for a bit of advice here.
I moved into my property in Aug 04 and contacted Scottish Power to advise of my details and to take ownership of the PowerCard Meter which was in the property. The agent asked me to give him meter readings which was fine. After a few days I noticed that my Off Peak Rate didn't seem to move/accumulate more units. So I called Customer Services back, they asked for a meter reading again and said that they would send someone out to check everything was in order. The Representative arrived and agreed that everything was fine and correct with the meter.
On the 13/06/05 someone called round out of the blue to read the metre so I let him in and he told me that all the settings in the metre were wrong and that they were approx 2 years out of date!!! He said that he would update them. I asked him if I would be charged the difference and he said No.
I called Customer Services later on that same day to ask about getting a normal metre installed, again the agent asked me for a metre reading and he said that the settings were wrong.. I told him that the metre man was only here this morning and had updated them.. The agent came back and said that I had an outstanding balance of £125.00 to pay.
1. How can I have an outstanding balance if this is a Prepayment Scheme?
2. Surely, it is Scottish Power's Responsibility to ensure that the correct information is fed into the metre so I am charged correctly
3. Has anyone had any dealings with this before and if so what shoud i do, a supervisor is supposed to be calling back in the next few days after he looks into the account.
