Also the energy companies get an effective subsidy for new installations and nothing for fixing problems so they have no incentive to do anything.
(I can't help with the rest of your query, sorry, but sympathise with your frustration. It's a frequent lament on here that the targets are only for installation, not getting them all communicating properly.)0
