At the risk of stating the bleedin' obvious - it's not a random person its a person with reasonable grounds. You having collided with their vehicle is an example of reasonable grounds. So exchanging details as best you can after a non-injury collision and agreeing not to involve the police is reasonable when both parties are being reasonable. If you're referring to subsection 3 within the legislation section I quoted earlier, that simply states that anyone not giving their address must report the accident - it doesn't say that 'most people' would do this.diystarter7 said:

Think about it this way - You have a bump - what would your reaction be if the other party said - I will not tell you my Name - Address - Telephone Number - Insurance details. I will however go to the Police Station within 24 hours and give the details to them - you can see my registration.Answers on a postcard.1

Often an exchange of phone numbers and ensuring you have correct car reg/make/colour etc and then talking, and exchanging details works later. TBH, I cant recall right now who my car ins is with for certain.
Clearly the post is about or not showing insurance cert on site but you dont need to,
