You should still open an INR case as you haven't received any items. The issue should now be between the seller and his/her courier - nothing to do with you.
Excuse the ignorance. What is an INR case.

    Thank you
    Item Not Received.
Have you tried calling eBay and speaking to someone over the phone?

So it sounds like both eBay and PayPal have refused your case? Struggling to understand how this happened as surely the tracking showed the parcel made its way back to the seller (albeit the wrong item inside)

what steps did you take prior to being told you couldn’t open the case with either eBay or PayPal?

did you open an item not received case? With eBay and then start a chargeback process with PayPal?

if so and they have closed in sellers favour then there is likely not much that can be done.

One thing to suggest - ask your seller to
let you know the Argos code on the parcel
they received.  Argos might then (if you are lucky) be able to track down the person to whom the parcel should have been sent.

I did. Argos (staff member, as bright as a tramps boot) said they don't have a record of return codes issued by Ebay.
