Does my mother who is 90 years old and has dementia need a television licence?

My mother who lives with myself and my family is 90 years old and has dementia. Do I need to buy a television licence? She is not receiving Pension Credit.

Short answer is yes if she watches or records live TV programs.Someone please tell me what money is0

If she is living with you and you have one she doesn't0

If anyone in the household is watching or recording live TV or using BBC iPlayer then a TV licence is needed.
If she was both over 75 and receiving pension credit (or living with a partner receiving pension credit) - which is not the case here - then she would be eligible for a free licence, which would cover the household.0 -

If she is a granny annex with its own address then the grounds for free or discounted TV licenses are https://www.gov.uk/free-discount-tv-licence but are unlikely to apply unless her eyesight has failed or such0
