Private parking charges are scams. Not fines.
A person with protected characteristics has a legal right to a retrospective 'reasonable adjustment' (cancelled PCN) if they are disabled and forget to display their Badge or it slips down, yes.
The Government agree with me because they put it in the Appeals Charter within the new incoming Private Parking Code of Practice. Lucky I know a little about disability law from a couple of previous jobs and even luckier that I'm the only individual consumer representative on the DLUHC Steering Group, and collaborated with others to help shape and steer the new statutory Code, eh?
Lots of good stuff is coming in within the new regime.

It is very rare for a PPC to own a car park. I suggest you dig deeper.
Where did the alleged event happen? It may have cropped up here before.
Ignore debt collectors. Do not 'phone anyone.
Look up the relevant parts of the EA 2010, and get photos of the site and signage (without getting another PCN of course).

It seems that the owner of the car park is UKCPS Ltd.They absolutely are not!
No-one said to complain to them. They are knuckle-dragging ex-clampers with (IMHO) the requisite bullyboy mentality, based on our experience of UKCPS over more than a decade.
We did say appeal and show your Blue Badge to dispute the matter ONCE. It looks better than ignoring it but this year, there is no independent appeals service so no point trying anything else to UKCPS or daft debt chasers.
Certainly NO PHONING ANYONE.
Then ignore them, but keep all paperwork and tell UKCPS if you move house, in case you ever get a small claim to defend (perfectly winnable).
