Received a ticket but I recently moved in

Someone received a parking ticket for parking on private land and they called up saying that have recently moved to the address and does not know the person who the ticket is issued to. Not to mention that they have also sold their car. The person called up the parking ticket issuer (DCBI) and they said they have cancelled the address and will find anotherway of finding the person. Can they actually find the person?

    Almost certainly.
  • From your knowledge, how would they do this? And would a private land owner such as a petrol pump go far extents to get bailiffs for a £170 parking ticket?

    If the "debtor" pops up on the electoral role, they could find out that way. Otherwise, obtaining a judgement by default and CCJ could flush someone out when it pops up on their credit file.

    They could also just ask around for a forwarding address and hope to get lucky, depending on how motivated they are.

    No firms like that " just ask around'
    And no if someone of the same name springs up on the electoral register at another address unless they have moved credit reporting accounts to a new address OR declared it as a previous address on an application for credit then they wont be found via a soft credit check

    This is too vague for this forum. Who called up whom? 

    DCBL won't have issued the parking ticket. 

    Are you saying you or someone you know has received a PCN addressed to someone else, or have you received a PCN addressed to you, and you need help?

    Even if the person's new address is found and they get a court claim, they will be able to defend it.  We almost always see wins and it is easy and risk-free.  The keeper needs to stop hiding...this is really important.

    The very worst thing to do is that the person HASN'T told DCBL their correct address. That's a really silly thing to do because that's how people get CCJs and bailiffs.

    Tell the person not to hide!

    Nothing to be scared of but they MUST NOT leave DCBL holding & using old addresses.   We know from the fact you are referring to £170 that this has not yet gone to a court claim.

    The keeper MUST see that court claim.  Don't let them get scared & pay...

    I'm not convinced they can access addresses from credit references agencies under "reasonable cause" - it's protected data.

    If you have defaulted on a loan or other credit commitment, it's likely that when taking it out, permission was given to access credit data and so it can be used by a debt collector on the basis you say. However, there is no agreement like that in place with a parking company. If a credit reference agency gave that information out to someone chasing a parking charge, it would almost certainly be a breach of GDPR.

    I think it's naive to believe that, if they sent a debt collector round to the address and a new occupier answered the door, or a "helpful" neighbour popped out, they wouldn't ask if they happened to know a forwarding address. I'm not suggesting they are asking around the local pubs!

    If a credit reference agency gave that information out to someone chasing a parking charge, it would almost certainly be a breach of GDPR.
    That is incorrect advice regarding address data.  This industry has certain rules and more are coming in as PPC World are being regulated.

    They can certainly do a soft trace.

    100% OK for them to use a CRA to check contact address details and the DVLA and Government encourage it from the PPC industry.
