Virgin Media - Broadband Social Tariff for Pension Credit

So Virgin Media announced that they will be extending their social tariff to include those who are in receipt of Pension Credit, this was in the Autumn, but as yet there has been no movement on this, any ideas how we might be able to shift them along with this? I don't think that us mere mortals can contact OFCOM about this as apparently they cannot take complaints from the public. Any ideas?
